| Abstract: | The article focuses on the challenges and necessary conditions for effectively implementing high-quality instructional materials (HQIM) in schools to improve student achievement. Despite widespread adoption of HQIM, gains have been limited because teachers face the dual challenge of teaching grade-level content while addressing unfinished learning without adequate tools or aligned support. Successful implementation requires a coherent ecosystem including sustained, curriculum-specific coaching for teachers, aligned interventions that complement core instruction, curriculum-trained leadership, and time structures that prioritize rigorous instruction without overloading educators. Case studies from schools in Chicago, Louisiana, Washington, and Arizona illustrate that when these systemic supports are in place, HQIM can lead to significant student progress.
