| Abstract: | Oregon's education finance system emphasizes equity-driven investments across PK–20. FY2025 allocations include $5.68 billion for P–12 and $1.67 billion for higher education within a $14.7 billion 2025–27 education budget (15.4% of state spending). In P-12 the funding priorities target chronic absenteeism, teacher wellbeing and mentoring, and access and affordability alongside facility investments in higher education. Despite progress, the Quality Education Model remains below full funding, while districts face enrollment declines, staffing shortages, and rising costs. [ABSTRACT FROM AUTHOR] |
