Abstract: The article focuses on the life and foundational contributions of Emeritus Professor Otto Peters to the theory and practice of distance education. Peters conceptualized distance education as an industrialized, systematically organized form of teaching involving technological mediation, division of labor, and coordinated course production, distinguishing it from traditional face-to-face instruction. As Founding Rector of Germany’s FernUniversität Hagen, he implemented these principles institutionally, influencing the development of open universities worldwide, including in India, Indonesia, and South Africa. His work established distance education as a credible academic field and continues to inform contemporary debates on open, flexible, and digital learning, emphasizing the balance between access, quality, and cost in educational provision.
