Abstract (English): After the end of apartheid in 1994, the South African government initiated comprehensive reforms across all levels and types of education to address the negative impacts of apartheid on the education system and to promote both educational equity and quality improvement. In this process, vo-cational and technical colleges in South Africa were consolidated and upgraded into technical universities. While these policy measures raised the overall level of vocational education, they also gave rise to a series of problems, including ambiguous positioning of vocational and technical universities, insuffi-cient policy and resource support, and weak academic culture and social recognition. Although the South African government introduced multiple policy in-itiatives to facilitate the transformation of vocational education, their overall effectiveness has remained limited. The experiences and lessons of South Afri-ca's vocational education transformation offer valuable insights for advancing the effective implementation of high-level vocational undergraduate institu-tions in China. Abstract (Chinese): 1994 年南非种族隔离制度结束后, 政府开始推动各级各类教育改革, 以消除种族隔离制度对教育的负面影响, 实现教育公平与质量提升。南非职业技术学院通过合并以及升级转型为技术大学。虽然在政策实施后, 南非职业教育的培养层次得以提高, 但同时带来了职业技术大学的定位模糊、政策资源倾斜力度不足、学术文化与社会认可欠缺等问题。南非政府虽然颁布了多项促进职教转型的政策举措, 但收效有限。南非职教转型的经验和教训对我国高水平职业本科学校建设有效落地具有一定的启发意义。 [ABSTRACT FROM AUTHOR]
