Abstract (English): : Based on the core logic of the resource orchestration theory-"resource structuring, capability integration and value leveraging" this stud-y addresses the practical challenges faced by open universities in sharing teaching resources, including structural imbalance, institutional barriers, and ob-stacles to value creation. It proposes a reform strategy to build a shared resource pool through a platform-based intermediary mechanism, achieve precise resource supply-demand matching using learning scenario-capability mapping, and promote cross-domain collaboration to enable shared benefits and eco-system synergy. This approach aims to transition the sharing of practical teaching resources from static supply to dynamic management. The study provides a theoretical framework and an operational path for the management reform of practical teaching resources in open universities, offering an innovative per-spective for the application of resource orchestration theory in higher education management.
