| Abstract (English): | Through theoretical analysis and practical exploration, this study defines the core concept of "the dialectical unity of openness and unique-ness" in the open education system. It clarifies its key characteristics, including inclusivity and equity, lifelong relevance and continuity, integration and intelligence, as well as systematic coordination. The study identifies five strategic roles for open universities as national strategy implementers, education equity promoters, lifelong learning engines, skilled society builders, and digital transformation leaders. A "role-path" linkage framework is established, corresponding to four practical paths; clarifying institutional positioning, strengthening substantive development, deepening technological integration, and optimizing governance ecosystems.
