Abstract: The author examines whether governments have inherent or core functions and how Indiana has laid the foundation for outsourcing its social services system to IBM. He mentions that he effectively outsource the operation of jail, airport and a utility as the mayor of Indianapolis, Indiana. He discusses the welfare-eligibility modernization project launched in the state which represents the potential of privatization. He believes that public-private collaboration will provide solutions to problems in the public sector.
