The article focuses on the International Symposium on Earthquake Forecasting held in July 2025 in Shenyang, China, commemorating the 50th anniversary of the 1975 Haicheng M7.3 earthquake and advancing global earthquake forecasting research and practice. Organized by the China Earthquake Administration and international partners, the symposium gathered around 300 scientists from 38 countries to share progress in forecasting science, operational practices, and new technologies, including artificial intelligence and space-based monitoring. A key outcome was the release of China’s Strategic Plan for Earthquake Forecasting (2025–2035) and the adoption of the Haicheng Initiative, a roadmap emphasizing interdisciplinary collaboration, improved understanding of seismotectonics, enhanced forecasting methods, and integration of social considerations for disaster risk reduction. The event highlighted the ongoing challenges of earthquake prediction while underscoring the importance of international cooperation and scientific innovation to build more resilient societies.
