| Abstract: | The article focuses on the innovative responses of Ukrainian civil society and the Alliance of Ukrainian Universities in the face of ongoing conflict and the urgent need for reconstruction. Following Russia's invasion in February 2022, local coalitions have emerged to shift from a top-down approach to a more inclusive, community-driven model of infrastructure and recovery planning. The alliance has facilitated collaboration among universities, local governments, and community organizations, emphasizing participatory budgeting and public-private partnerships to enhance resilience and sustainability. This model not only addresses immediate recovery needs but also aims to embed long-term principles of social equity and environmental stewardship in Ukraine's rebuilding efforts.
