Abstract: This report is intended to provide government managers with some perspective on the nature and implications of sample surveys, their likely costs, and what can be expected from them. The authors discuss sample surveys less from the technical side than from the perspective of the officials who will make management decisions about an overall survey. Little attention is devoted to specific research methods, though the bibliography lists publications that provide such information. Much of the discussion applies to surveys in which government employees, rather than private citizens, supply the responses. Separate chapters discuss the overall sample survey process and the steps involved; the advantages of conducting a survey under government auspices, rather than through a university or private research organization; the costs involved in each phase of a survey; factors affecting the accuracy of a survey; and some further considerations in conducting a survey. The appendix contains tables that illustrate costs of conducting sample surveys of different types and scope. (Author/JG)
