Abstract: Specific components of Public Law 94-142 (Education for All Handicapped Children Act) are reviewed; some issues associated with financing under the law are raised; and some statements of implications at the level of practice are offered. Considered are significant financing difficulties regarding points under the law which include the following: the law calls for free public education for the handicapped; the concept of excess cost is included in the law; and there is a possibility of incentive grants at the rate of up to $300 per handicapped student in areas such as early childhood education. Pointed out is the need for communication, analysis and dissemination of information associated with the law, and clarification of ambiguous terminology to reduce some of the complexity currently associated with the law.
