The report notes that: combined public system enrollment funding increased by over $200 million; resident undergraduate student fee charges were reduced systemwide; the Cal Grant program was expanded by over $21.5 million; and total K-12 spending increased by 6 percent. The introduction to the report includes a summary of changes since the previous report, a list of highlights, and information on the study's methodology and organization. This is followed 98 data profiles that include: state general fund appropriations; total state spending plan; funding per unit of full-time-equivalent enrollment; appropriations for higher education; system expenditure categories; student tuition and fee charges and revenues; state financial aid; capital outlay funds; independent institutions in California and the nation; California public postsecondary education enrollments; price (inflation) indexes; income growth, and system financial support; actual and constant-dollar state-determined funds; Hastings College of the Law and public school support; per capita spending in public education; education funding and enrollments in comparison to state funding and population growth; and national comparative higher education appropriations and expenditures.
