| Abstract: | This document focuses on two critical measures of California's investment in public education: (1) the extent to which California has provided access to higher education through each of the public segments of higher education; and (2) the extent to which the level of funding per full time student provided to each of the four public segments (UC, CSU, CCC, and k-12) has increased or decreased over time. The analysis shows that California has a very uneven record in providing access to higher education. Particularly in time of recession and budget deficits, the State has regularly denied hundreds of thousands of students the opportunity for higher education. This denial of access occurs in all three segments, but is especially volatile and pronounced in the California Community Colleges. Also, the report shows that California Community Colleges have become less accessible over time: significantly more access was afforded during the period of 1975 to 1990 than during the period of 1991 to present. Furthermore, it indicates that despite recent efforts to restore access, the State is now entering a period during which it will actually begin to reduce enrollments rather than address the demand to serve 600,000 additional students by 2011.
