| Abstract: | Standardised cross-national learning assessments may help drive education policy change and system improvements across Africa but support is required to overcome operational and technical challenges. This recognition has led to sustained technical and geographical development of regional assessments like those from PASEC, the Program for the Analysis of Educational Systems of the Conference of Ministers of Education of French-speaking States and Governments (CONFEMEN). This briefing note from the National Foundation for Educational Research (NFER) aims to capture some of the experiences and challenges faced during PASEC's expansion within and beyond French-speaking Africa. The selection of PASEC as a case study links with NFER's track record in the development, implementation and technical support for national and international large-scale assessments (ILSAs). The research was structured as an exploratory, qualitative case study involving key-informant interviews and desk research. The sample covered a range of stakeholders, including PASEC's central team and national coordinators, international technical advisors and donor organisations. The research design was adaptive and flexible, allowing for a nuanced understanding of the research topic as the authors sought to address two questions: (1) What key technical and policy factors have driven PASEC's regionalisation process?; and (2) What is needed to support PASEC's evolution as a reliable, trusted and regionally-owned learning assessment? The brief is divided into four sections: (1) Overview of PASEC; (2) Drivers of PASEC's regionalisation process; (3) Pathways to PASEC's consolidation as a reliable, trusted and regionally-owned learning assessment; and (4) Conclusions and perspectives. This brief aims to deepen the understanding of PASEC for national and international education stakeholders, partners and advisors and provide insights to inform future support and collaboration with the PASEC community. |
