Abstract: Pursuant to 2019 Wisconsin Act 118, public school districts and private schools participating in the Special Needs Scholarship Program (SNSP) are required to report seclusion and restraint data for the preceding school year prior to December 1 each year. From September 2024 to December 2024, the Wisconsin Department of Public Instruction (DPI) administered a Qualtrics survey to all district administrators and SNSP administrators in the state to report their respective seclusion and restraint data for the 2023-2024 school year. When reporting data, local educational agencies (LEAs) collect data for schools within their district and report on their behalf. The LEAs also report incidents involving students from their district who are placed in an alternate program. However, the incidents that occur within alternate programs are totaled across all LEAs in the public data file. The public data file of all schools is available on the Wisconsin DPI's Seclusion and Physical Restraint webpage. Data collected from public schools and SNSP schools during the 2023-2024 school year is summarized in this report. The 2019 Wis. Act 118 did not grant authority to the DPI to collect data disaggregated by demographic characteristics beyond disability status (such as race, gender, socioeconomic status, etc.).
