| Abstract: | Appendix A includes publicly available data at the district level for all school districts within at least one RCG partnership's service region, as required by RCW 28B.120.060. Specifically, district-level high school graduation rates, direct to college enrollment rates, and college completion rates overall and by race/ethnicity, FRPL status, and ELL program participation. In this Appendix, the relevant school districts by broad geographic regions across the state are organized. This use of school district boundaries to define service regions reflects the need to report population-level outcomes using an easily identifiable administrative delineation of geography. At the same time, there are limitations to examining educational outcomes at the district level. RCG partnerships operate from distinct definitions of regionality and serve learners across multiple school districts. For WSU NAHS in particular, the majority of the partnership's work takes place on tribal reservations in Central and Eastern Washington--geographies that are excluded when the geographic unit of analysis is a school district. Furthermore, reporting lags and the relative scale of partnerships' early outreach prevent population-level outcomes from serving as evidence of the local impact of place-based initiatives. Annual reporting on partnership-level short-term outcomes will counter this time lag and create rich evidence of local impact. Early outcomes from the first academic year of funded work (2023-24 AY) will be available in Spring 2025. |
