| Abstract: | Passed in 2022 with bipartisan support, Senate Bill 5789 established the Washington Career and College Pathways Innovative Challenge Program with a $6 million initial investment in the first year and a $16 million appropriation in the 2023-2025 Washington state biennium budget. The program awards competitive grants to existing and new community-based career and college pathways partnerships to increase postsecondary enrollment and completion rates and close opportunity gaps. Since passage of SB 5789, Washington Student Achievement Council (WSAC) staff have built the Regional Challenge Grant program, which allocated more than $4.8 million in its first cycle. The program is built on the agency's engagement with Council members and diverse community members, including key voices from community-based organizations, higher education, K-12, workforce and labor, business, and industry groups. This report presents profiles for the inaugural cohort of partnership grantees--a remarkable collection of eight partnerships comprised of more than 65 organizations. For Partnership Formation grantees, the political, cultural, and social history that shapes each service region's educational culture are described. For Implementation grantees, the chosen strategies alongside the short-term outcomes each partnership identified for the 2023-24 academic year are detailed. These descriptions are contextualized with a high-level overview of each service region--the size and demographics of each partnership region's total population and K-12 public school population. |
