| Abstract: | As Florida's charter school sector grows--now serving over 406,000 students in more than 730 schools--the need for informed, systems-level governance has never been greater. The Governance for Excellence™ Charter School Governance Training and Leadership Certification Program -- Florida Edition, developed by Dr. Terrence Narinesingh, is a legally aligned, research-based training model designed to prepare charter school governing board members for ethical, strategic, and inclusive decision-making. Grounded in Systems Leadership Theory, Transformational Leadership, Universal Design for Learning (UDL), Multi-Tiered Systems of Support (MTSS), and Policy Enactment Theory, the program aligns with Florida Statutes §§ 1002.33 and 1002.331 and satisfies all requirements of the Florida Department of Education's IEPC-9 governance training standards. The program integrates the S-UDLCD™ Leadership & Effectiveness Matrix™ and the Narinesingh Coaching and Continuous Improvement Cycle™ (NCIC™), and is delivered through in-person, virtual, and hybrid modalities. Core components include case-based simulations, governance walkthrough protocols, legal reference tools, and a Governance Action Plan (GAP) portfolio. Findings from a mixed-methods evaluation conducted between 2023 and 2025 demonstrate significant post-training gains in legal compliance knowledge (+47.2%), MTSS and UDL alignment (+42.1%), and sponsor audit readiness. Although developed within Florida's statutory context, the Governance for Excellence™ framework offers a scalable and replicable governance training model applicable to charter school boards and authorizers nationally. |
