Abstract: Charter school boards play a critical role in ensuring academic achievement, legal compliance, and fiscal oversight; however, many governing bodies lack structured tools to evaluate governance practices and align board actions with instructional outcomes. This study examines a research-based governance evaluation and improvement framework, the Charter Governance Walkthrough and Governance Action Plan™ System, a trademarked model aligned to the S-UDLCD™ Leadership & Effectiveness Matrix™. Grounded in systems theory, Universal Design for Learning (UDL), and Multi-Tiered Systems of Support (MTSS), the framework integrates governance self-assessment with strategic planning. The research examines its theoretical foundation, implementation outcomes across Florida charter schools, and implications for board accountability, charter renewal, and sponsor oversight, including improved governance coherence and alignment with instructional priorities.
