| Abstract: | This memorandum summarizes the programs included in the state-funded Tennessee Education Lottery Scholarship (TELS) program, including current program expenditures and trends over the past ten aid years. Where currently available, data on student outcomes associated with each program are provided. The "Conclusion" of this memo provides summaries of changes over time in expenditures and the number of students served. This memorandum serves as the preliminary report responsive to the December 8, 2025, request. The Tennessee Higher Education Commission's (THEC) intent is to provide a follow-up report in the second half of 2026 that addresses the scope of intersections between current aid programs, additional student outcomes, and recommendations for program modifications. |
