Abstract: There are approximately 1.5 million Ohioans with "some credit, no credential" (SCNC). In October of 2021, the Second Chance Grant was established by the State of Ohio as a pilot program designed to provide financial assistance and incentive to SCNC Ohioans looking to return to a postsecondary institution to earn a degree or credential. Senate Bill 135 (SB 135), which went into effect in July of 2022, codified the Second Chance Grant Program into the Ohio Revised Code, moving it from a pilot program to an ongoing financial aid program. With the passage of the FY24-25 biennial budget bill (HB 33), the Second Chance Grant program received an appropriation of $2 million in each of FY24 and FY25. HB 33 also increased the Second Chance award amount from $2,000 to $3,000. The FY25 appropriation was fully disbursed by January 1, 2025. The FY 26-27 biennial budget bill (HB 96) retained the $2 million/fiscal year appropriation for the Second Chance Grant. The FY26 appropriation has been fully allocated as of August 2025. The effects of the Second Chance Grant can be seen in Ohio's re-enrollment rates, which have increased from 1.9% in academic year 2021-2022 to 2.1% in academic year 2023-2024, an increase of 1,953 re-enrollees.
