Abstract: In 2017, there were 941 public community colleges enrolling 7 million credit students and 5 million noncredit students accounting for 41% of all undergraduates enrolled in higher education (American Association of Community Colleges, 2019). While enrollment has increased, the complexity of the mission of two-year colleges has also increased. Part of this complexity was due to the challenge of responding to the growing demand for services to the communities and constituents the colleges served. Demand for increased services included continuing open access admissions when the quality of students was declining, and meeting the needs for all students in counseling, academic advising, and financial aid. In many instances, chairs of departments are being asked to teach a full load in addition to their administrative responsibilities. Given that the typical teaching load for a full-time community college faculty member is 15 semester credit hours, a full load of teaching, plus taking on administrative responsibilities may be too much for an individual to handle. This article examines the research question, "Would it be better to have CC chairs as administrators with part-time faculty duties" (Smith & Stewart, 1999, p. 32) rather than a faculty member who is considered a half-time administrator? Because of the lack of current research and the growing need to address the problem of the position, the authors designed a survey instrument to use in a national study to identify the factors community colleges were using to determine the teaching load for chairs.
