| Abstract: | The study examined the effectiveness of the university council's financial functions (UFF) in enhancing public university financing in Uganda. The motivation for undertaking this study was the funding gap in public universities, which had led some public universities to sacrifice other operations from the non-wage allocation. This study sought to generate insights into how financial resources can be mobilized for public universities, acknowledging the persistent gap in funding and the growing need for these institutions to secure additional revenue sources to address their budget shortfalls. The study was grounded in a pragmatic philosophical orientation and used a quantitative approach. A cross-sectional, descriptive research design guided the study, and survey questionnaires were administered to respondents. The study found that effective financial functions, sound budgeting practices, and efficient resource utilization play a crucial role in determining the financial health and funding levels of public universities. Universities that demonstrate stronger financial discipline, transparency, and efficiency are more likely to attract and justify increased public funding. Budgeting is fundamental to institutional planning and accountability, ensuring that resources are allocated in alignment with strategic priorities. The study therefore recommends that policymakers strengthen the university council's autonomy in budget formulation, resource allocation, and financial oversight to enhance responsiveness to public university needs and reduce delays arising from centralized controls. There is also a need for public universities to invest in empowering and strengthening the independence of university councils, especially in financial management. |
