| Abstract (English): | Medical care is an essential component of preparedness for and response to a public health emergency such as a pandemic. This paper presents a proposal that includes twelve strategies, each with associated actions and milestones, that need to be implemented to prepare for and respond to the demand for health services at the three levels of care under crisis conditions, with appropriate preparation to respond to an acute respiratory viral disease pandemic. The recommended strategies are intended to be applicable to the entire health sector at the national level in Mexico and include the strengthening of human resource capacity, infrastructure, equipment and supplies, health care processes and information system, and the design of intra- and inter-institutional coordination mechanisms. | Abstract (Spanish): | La atención médica es un componente esencial en la preparación y respuesta ante una emergencia sanitaria como una pandemia. El presente trabajo presenta una propuesta que incluye doce estrategias, cada una con sus respectivas acciones e hitos, necesarias de ser implementadas para responder a la demanda de servicios médicos en los tres niveles de atención en condiciones de crisis, con la preparación idónea para responder ante una pandemia de enfermedad respiratoria aguda viral. Las estrategias recomendadas tienen como propósito su aplicabilidad en todo el sector salud en el ámbito nacional de México e incluyen el fortalecimiento de la capacidad de recursos humanos, de la infraestructura, equipamiento e insumos, de los procesos de atención médica y del sistema de información, así como el diseño de mecanismos de coordinación intra e interinstitucional.
