| Abstract (English): | Health crises highlight the need for comprehensive frameworks to guide clinical and healthcare practice in scenarios of high uncertainty and limited resources. This article presents a documentary and hermeneutical review of guidelines, directives, and technical documents issued in Mexico and by international institutions between 2000 and 2025. It identifies the clinical, scientific, ethical, and legal elements that must be integrated into medical decision-making during health emergencies. The findings allow us to propose the foundations for a comprehensive national guideline for medical practice that strengthens the institutional response and professional certainty in the face of future health crises. | Abstract (Spanish): | Las crisis sanitarias evidencian la necesidad de contar con marcos integrales que orienten la práctica clínica y asistencial ante escenarios de alta incertidumbre y limitación de recursos. El presente artículo constituye una revisión documental y hermenéutica de guías, lineamientos y documentos técnicos emitidos en México y por instituciones internacionales entre 2000 y 2025. Se identifican los elementos clínicos, científicos, éticos y jurídicos que deben articularse en la toma de decisiones médicas durante emergencias sanitarias. Los hallazgos permiten proponer los fundamentos para una guía nacional integral de actuación médica que fortalezca la respuesta institucional y la certeza profesional frente a futuras crisis sanitarias.
