Abstract: In a few weeks, Winnipeg and 70 other cities will deploy an army of volunteers into some of the darkest corners of our downtowns, waterfronts, parks and inner cities. The goal is to complete another count of persons experiencing homelessness. This year's count coincides with the 25th anniversary of the federal government's first true commitment to end homelessness.
