Abstract (English): The article "The pandemic and the new challenges of solidarity" analyzes the evolution of the notion of solidarity in Europe over time. Two types of solidarity are mentioned: proximity solidarity, based on family ties and reciprocity, and abstract solidarity promoted by the State through taxation. The article highlights the state solidarity project implemented in Europe after World War II, but also mentions criticisms of the welfare state and the crisis of taxation. Despite this, it is noted that state solidarity remains decisive in Europe, as new social rights have been expanded and recognized. The article also analyzes the dynamics of globalization that have led to industrial relocation, deregulation of capital markets, and tax evasion, resulting in an increase in social and economic gaps. The pandemic has highlighted the interdependence between individuals and has posed challenges in terms of insufficient public investment and uniform health measures. The CIDOB International Yearbook 2022 highlights that the COVID-19 pandemic has shown the need to reflect on how to correct the mistaken association between universal rights policies and homogenizing representations of society. The pandemic has also exacerbated the crisis of the globalization and neoliberalism paradigm, with a return of the State in full powers and an increase in protectionism. In addition, the importance of articulating state solidarities and relational solidarities has been emphasized, as well as combating fear to promote solidarity. [Extracted from the article]
Abstract (Spanish): El artículo "La pandemia y los nuevos desafíos de la solidaridad" analiza la evolución de la noción de solidaridad en Europa a lo largo del tiempo. Se mencionan dos tipos de solidaridad: la de proximidad, basada en lazos familiares y reciprocidad, y la solidaridad abstracta promovida por el Estado a través de la fiscalidad. Se destaca el proyecto de solidaridad estatal implementado en Europa después de la Segunda Guerra Mundial, pero también se mencionan las críticas al Estado benefactor y la crisis de la fiscalidad. A pesar de esto, se señala que la solidaridad estatal sigue siendo decisiva en Europa, ya que se han ampliado y reconocido nuevos derechos sociales. El artículo también analiza las dinámicas de la globalización que han llevado a la deslocalización industrial, la desregulación de los mercados de capitales y la evasión fiscal, lo que ha llevado a un aumento de las brechas sociales y económicas. La pandemia ha destacado la interdependencia entre individuos y ha planteado desafíos en términos de inversión pública insuficiente y medidas sanitarias uniformes. El Anuario Internacional CIDOB 2022 destaca que la pandemia de COVID-19 ha evidenciado la necesidad de reflexionar sobre cómo corregir la asociación errónea entre políticas universales de derechos y representaciones homogeneizadoras de la sociedad. La pandemia también ha agudizado la crisis del paradigma de la globalización y el neoliberalismo, con un retorno del Estado en plenitud de facultades y un aumento del proteccionismo.
