Summary:This paper analyses the relationship between the municipal politics concerning wheat supply and the building of the new mill at Daroca, an Aragonese town, in the middle of the sixteenth century. It aims to know the reasons and the difficulties for the introduction of new technological improvements in the construction of watermills in Europe during pre-industrial times. The results of this research shows how the Daroca town council made a great effort during the sixteenth century to improve wheat supply to town. This effort included the building of the new mill to control the milling and, subsequently, the multure. In the end, the town council succeeded, but after a long period of time, many problems and great expensures.
