description This article analyzes the Anticorruption and Citizen Attention Plan of the municipality of San Vicente del Caguán, with the aim of determining compliance with the first component in the management of corruption risks, through an analysis of the factors and controls implemented in the period 2016-2019 This research was qualitative and descriptive, based on the consultation and analysis of secondary sources such as current regulations and the information contained in the anti-corruption and citizen service plan document in the period under study using the archiving technique and the different methodologies for the construction of risk maps. There are several methodologies that can be used to prepare corruption risk maps, but their usefulness in preventing the phenomenon of corruption is not evident. It is concluded that, in order to help eradicate corruption in the public sector, greater importance should be given to the process of identifying and preparing the map of corruption risks, with a preventive approach.
