Summary:Based on documentary research methodology (Textual, Intertextual and Contextual), it seeks to establish the systemic condition of the different administrative systems related to health as "complete well-being", beyond the absence of disease, and define the relationship that each level of system has with health. The General Social Security System in Health -SGSSS- is more than assistance: it is an economic response to risks: it reduces frequency, mitigates impacts, and exceeds residual impacts. It is, therefore, a System for Risk Management -SAR-The "Health" (WHO), as "complete well-being", facilitates seeing the SGSSS within the Social Protection System -SPS- with Social Risk Management -MSRand allows to reach well-being given the diversity of origins of the risks managed.
