Abstract: The article discusses the universal voucher program that was proposed for Utah in 2002. The author recounts the efforts of groups including Parents for Choice in Education (PCE), the Alliance for School Choice, and All Children Matter to push for the legislation of school voucher programs. However, the Utah teachers union moved for balloting to stop the program's implementation. As stated, 62% of Utah voters voted against school choice. According to the author, the defeat should not discourage the expansion and promotion of school choice programs.
