Abstract: This guidance is intended to assist State educational agencies (SEAs), local educational agencies (LEAs), and schools in understanding, implementing, and expanding preschool programs supported with funds under Title I, Part A (Title I) of the Elementary and Secondary Education Act of 1965 (ESEA). This non-regulatory guidance has been revised to align with current ESEA requirements and is being reissued by the Department to complement existing guidance on early learning. Although SEAs, LEAs, and individual schools may consider this guidance in the development of their own guidelines and standards, SEAs, LEAs, and individual schools may develop alternative approaches that are consistent with applicable Federal statutes and regulations. Nothing in this document should be construed to prescribe a particular approach or limit or prohibit SEA, LEA, or school flexibility permitted in the ESEA. Except for any statutory or regulatory requirements described in this document, significant guidance is nonbinding and does not create or impose new legal requirements, nor does it create or confer any rights for or on any person.
