| Abstract: |
For states to build statewide longitudinal data systems that empower people with access to information about education and workforce pathways, state leaders must consider the human capacity they already have, and must develop, to support this work. Building the human capacity required to manage, analyze, and protect data means investing in and developing a skilled workforce that is capable of not only handling large volumes of data but also making sure that the data is relevant, accurate, and accessible to those who need it--including individuals planning their career paths, educators making decisions to support students, or policymakers shaping public policy. This resource unpacks how Indiana's approach can act as a model for other states that seek to strengthen human capacity and enhance privacy protections within their data systems. |
