| Abstract: | In July 2024, WICHE Cooperative for Educational Technologies (WCET) launched a survey in collaboration with the State Authorization Network and NWHEAT (a collaboration of the Northwest Academic Computing Consortium and the Orbis Cascade Alliance). The goal of the survey was to assess institutional awareness of the U.S. Department of Justice's final rule on accessibility of web information and services--effective for most public institutions in April 2026--which requires state and public entities, including higher education, K-12 institutions, libraries, and agencies, to meet specific technical accessibility standards with only five narrow exceptions. In October 2025, WCET, in collaboration with the 1EdTech Consortium, developed a second survey to gauge current institutional awareness and progress toward compliance with the Department of Justice's final rule. This report provides the survey findings and insights, showing that awareness increased from 81% to 97%, and 95% of institutions are taking action (up from 61% in 2024), with many moving from planning to implementation. The report highlights the impact of evolving regulations, resource constraints, and artificial intelligence (AI) on accessibility strategy and compliance.
