Abstract: Purpose: The aim of this study is to reconstruct the role of the Regional Government in Indonesia's Sekolah Penggerak -- School Mover -- Program Sekolah Penggerak (PSP). Design/methodology/approach: Using soft systems methodology, we derive several conclusions on the improvement of each policy level and the hierarchical model reconstruction of the Bromley policy process. Findings: The central government should develop a PSP pengimbasan (educational transformation takes place more quickly and evenly across all schools) model for regional governments and regional education units. Regional governments should also improve their collaboration with all regional development partners. These findings clarify the pattern of interaction of the policy process as a Hierarchy among development partners, including the usage of social media. Originality/value: We investigated the involvement of regional governments in enhancing PSP and assessed advances in educational quality at each stage of policy harmonization using Bromley's hierarchical approach. We also provide a summary of practical strategies, such as implementation models, stakeholder involvement and human resource development, that can be used at different levels of educational governance and management to raise general standards.
