Abstract: Population growth and demographic trends in North American urban centers combined with job markets demanding higher levels of education have placed considerable pressure in recent years on postsecondary institutions to provide better access to undergraduate and graduate degree programs (Levin 2004; Zhang 2005). Kwantlen University College, Canada's largest university college, has been no exception to this recent surge in demand for improved access to postsecondary degree programs. In 1996, in response to escalating demand for better student access to undergraduate degree programs, the British Columbia provincial government Ministry of Advanced Education amended Kwantlen's status to that of a university college and in doing so gave Kwantlen a mandate to offer four-year undergraduate university degree programs. What does it take to plan for and move from a two-year to a four-year institution and implement a baccalaureate degree in applied psychology? This article describes how Kwantlen University College (BC) accomplished this using degree development initiatives that focused on curriculum areas distinct from existing degree programs offered by other local postsecondary institutions.
