Abstract (English): This article provides a comprehensive analysis of the alcohol consumption landscape in Uruguay, highlighting that the country ranks among the highest in consumption levels both globally and regionally. Various international and national sources reveal high prevalence rates across the general population, high school students, and university students, alongside an early age of onset, approximately 13 years old. Among the adult population, more than half report habitual consumption, and nearly three out of ten consumers exhibit problematic patterns, representing approximately 373,000 individuals. The study identifies multiple challenges for public policy. Regarding the regulatory framework, although Uruguay made progress with Law No. 19,855 in 2018--which proposes a holistic and preventive approach--its implementation and enforcement remain weak. Regulation is more robust in traffic safety--through the "zero alcohol" policy--than in areas such as advertising, commercial availability, and marketing control, particularly within digital environments. Especially vulnerable cohorts are analyzed: childhood and adolescence, pregnancy, older adults, and individuals with problematic consumption. The article concludes that Uruguay faces a complex scenario characterized by high consumption levels and fragmented regulatory frameworks. It emphasizes the need to strengthen the enforcement of existing laws, improve oversight, expand targeted prevention, and consolidate monitoring systems to facilitate the design of evidence-based public policies. Abstract (Spanish): Este artículo analiza de forma integral la situación del consumo de alcohol en Uruguay, destacando que el país se ubica entre los de mayor consumo a nivel mundial y regional. Diversas fuentes internacionales y nacionales muestran altas prevalencias en población general, estudiantes de secundaria y universitarios, así como una edad de inicio temprana, cercana a los 13 años. En la población adulta, más de la mitad declara consumo habitual y cerca de tres de cada diez consumidores presentan patrones problemáticos, lo que representa alrededor de 373.000 personas. El trabajo identifica múltiples desafíos para las políticas públicas. En el plano normativo, si bien Uruguay avanzó con la Ley N° 19.855 en 2018, que propone un abordaje integral y preventivo, su implementación y fiscalización siguen siendo débiles. La regulación resulta más sólida en tránsito --con la política de alcohol cero-- que en publicidad, disponibilidad comercial y control del marketing, especialmente en entornos digitales. Se analizan grupos especialmente vulnerables: infancia y adolescencia, embarazo, adultos mayores y personas con consumo problemático. El artículo concluye que Uruguay enfrenta un escenario complejo, con altos niveles de consumo y marcos normativos fragmentados. Señala la necesidad de fortalecer la implementación de las leyes existentes, mejorar la fiscalización, ampliar la prevención focalizada y consolidar sistemas de monitoreo que permitan diseñar políticas públicas basadas en evidencia. Abstract (Portuguese): Este artigo analisa de forma abrangente a situação do consumo de álcool no Uruguai, destacando que o país se posiciona entre os de maior consumo nos níveis mundial e regional. Diversas fontes internacionais e nacionais mostram altas prevalências na população geral, em estudantes secundários e universitários, bem como uma idade de início precoce, próxima aos 13 anos. Na população adulta, mais da metade declara consumo habitual e cerca de três em cada dez consumidores apresentam padrões problemáticos, o que representa em torno de 373.000 pessoas. O trabalho identifica múltiplos desafios para as políticas públicas. No plano normativo, embora o Uruguai tenha avançado com a Lei n° 19.855 em 2018, que propõe uma abordagem integral e preventiva, sua implementação e fiscalização permanecem frágeis. A regulação mostra-se mais sólida no trânsito -- com a política de álcool zero -- do que na publicidade, disponibilidade comercial e controle de marketing, especialmente em ambientes digitais. São analisados grupos especialmente vulneráveis: infância e adolescência, gestação, idosos e pessoas com consumo problemático. O artigo conclui que o Uruguai enfrenta um cenário complexo, com altos níveis de consumo e marcos regulatórios fragmentados.
