The purpose of this study was to assess the potential value in utilizing cross-sector administrative databases to improve the accurate identification of both maternal and non-maternal caregiver characteristics associated with risk of maltreatment during a Child Protective Services (CPS) investigation. The study sample was comprised of 702 families who were subjects of an investigation for child maltreatment between 1999 and 2013. Caregiver mental health and substance abuse referral/treatment utilization, and criminal arrests were abstracted from multiple cross-sector administrative databases. Between 35% and 70% of discoverable caregiver substance abuse and mental health issues was found in cross-sector administrative records and was not identified during the CPS investigation. Accessing administrative records can provide more accurate ascertainment of characteristics to aid CPS workers in assessing risk of future harm. [ABSTRACT FROM AUTHOR] |
